Availability Heuristic and Confirmation Bias are two Behavioral Economics concepts in AP Economics that students often mix up. The availability heuristic is the mental shortcut of judging how likely something is by how easily examples of it come to mind. Confirmation bias is the tendency to seek, notice and remember evidence that supports what you already believe, while discounting evidence that does not. Here is how they compare side by side.
People rarely compute real frequencies, so they ask how quickly an instance comes to mind and treat easy recall as evidence that the event is common. Vivid, newly reported or heavily covered events are easier to retrieve, so their probability gets inflated while quiet, everyday risks get underweighted. In markets this shows up as buyers overpaying for insurance against dramatic but rare losses, or as investors piling into whatever asset just made headlines. The mechanism is retrieval fluency, meaning the ease of remembering, and it operates whether or not you hold any prior opinion on the question. That is what separates it from confirmation bias, where the search for evidence is steered by a conclusion you already accept.
A belief you already hold changes how you handle information at three stages: which sources you go to, how you read what you find, and what you later recall. Evidence that fits gets accepted at face value, while evidence that conflicts gets picked apart for flaws. Because the filter is directional, gathering more information can leave two people further apart rather than closer together. In economics it helps explain why forecasters cling to a prediction after the data turns, and why investors hold a losing position by reading every bad quarter as temporary. One bends what you remember, the other bends what you go looking for
Ask which is more common in a town of 50,000 people, injuries from dog bites or injuries from falls at home. Dog bites reach the local news and falls almost never do, so examples of one arrive instantly and examples of the other do not arrive at all. Take illustrative annual figures of 60 dog-bite injuries and 900 fall injuries. Falls are 15 times more common, and the ease of recalling the rarer event is what produces the wrong answer. That is the availability heuristic, and note that it needed no opinion to get going. Now take an investor who already believes a company is about to do well. Out of 40 articles available, 20 are positive and 20 are negative. The investor reads 18 of the positive ones and 4 of the negative ones, so 18 of the 22 articles read, about 82 percent, support the existing view, drawn from a pool that was evenly split. Nothing was hidden and nothing was invented. The reading list was assembled by a person who already had a conclusion. Availability distorts the sample memory hands you, and confirmation bias distorts the sample you collect.
The repairs differ because the two failures happen at different moments
Because availability strikes at recall, the repair is to stop recalling. Look up the frequency rather than searching your memory for cases, and be suspicious of any risk that arrived through a dramatic story. A useful habit is to ask what the denominator is, since news reports almost never supply one. Confirmation bias strikes earlier, at the point where you decide which evidence to gather at all, so the repair has to happen before you start. Write down in advance what result would count against your view, then go looking for exactly that, and treat evidence for and against by the same standard rather than examining only the inconvenient studies closely. Arguing with someone who disagrees does more than reading more of what you already accept. The two also feed each other, and they feed other errors: an easily recalled run of successes inflates /glossary/overconfidence-bias, and a belief everyone around you already shares is far cheaper to confirm, which is part of how /glossary/herd-behavior takes hold.
