Neither shows up in the headline unemployment rate, because anyone who did any paid work during the survey week counts as employed. That is why statistical agencies publish broader measures, and in the United States the U-6 rate adds involuntary part time workers and the marginally attached to the U-3 count, so it always runs higher. The headline rate moves for one of them and does not move at all for the other
Take an illustrative economy with a labor force of 200,000 and 10,000 people unemployed. The unemployment rate is 10,000 divided by 200,000, or 5.0 percent. Now suppose 5,000 more people want work but have stopped looking because they expect no employer to hire them.
